Laura Secord reported back to British authorities in the war of 1812 when she overheard American soldiers talking of an upcoming attack. She simply ran a few miles over and told soldiers what she overheard, which foild a major ambush.
The lesson in this story is that this in day in age, your plans to attack your country's government are not going to go unnoticed; You're going to talk about it, and when you do, someone is going to notice. I say through this logic that effective, political-means achieving terrorism is a thing of the past.
