They haven't cut their power. They've just erected a giant tarp over the entire country to foil US spy planes. There's a hole in it over PyongYang so they can still shoot missiles.

Actually, they couldn't help it - they had to make the hole to accomodate the Ryugyong Hotel (http://en.wikipedia.org/wiki/Ryugyong_Hotel).

Whenever one of the slobs in the Bush mis-Administration begins to make humanitarian noises, I get nauseous. We're talking about the people (?) who are in a desperate bid to make torture not only a legal but a legitimate tool for interrogating people. We're talking about the people (?) who are perfectly ok w/carpet bombing. We're talking about the people (?) who believe that any regime which doesn't display Mickey Mouse in its corporate branch-outlet logo needs to be "changed." Until North Korea attacks this country - and I mean its geographical territory and its living, breathing citizens versus its "corporate citizens," I don't care what Kim Il Jung does. Let China worry about it. Let South Korea worry about it. Let Japan worry about it. The slobs that are running this country should not be allowed to care for a pen full of rounded up sewer rats.

Is your qualm mainly with the current administration or America in general?
Let's say Hillary wins in '08... should she do something about - say - the Sudan, North Korea, Iraq, Iran, Al-Qaeda... etc?
