For the computer illiterate who want to know, what exactly is happening in the above scenario? I can understand the words "idiot" and "download file", but can the rest be translated?

there are a set number of IP's in the world. The image is the source of a program that quite easily generated all the IP's with for loops.
Then, a torrent was made so people could download this file.
People who want to be 'hackers' would download it thinking they're 1337 but the joke is on them.

Torrent is a file that you can dowload from people who are seeding.
You should know what a loop is.

When a file is first released, no one will have any parts of the file. The user that created the torrent (or someone else that has the complete file) will seed the file by running their bit torrent client, "downloading" to the location of the complete file. They are added to the tracker's list, and all the clients start to download from the seeder.

O.K. So does the joke regard getting caught for revealing your IP address while seeking copyrighted material in a more complex but illegal manner, or do I need to take a second pass at the link?

It regards:
Hackers trying to get ip adresses, so they can hack into computers, but instead of them getting into a computer, the creator of the program gets their ip addresses, and teaches them not to fuck with old school. lol

Isn't their only 4.29 billion or so IPs? How can that take up that great of a file size?

It's kind of a drag I've forgotten so much about programming. I want to say that this program really does generate every IP address, and the joke is that they get what they asked for instead of what they intended (the intention being to obtain meaningful IP addresses for clandestine, dark actions).
Do I misunderstand? Is the torrent description also a diversion, also a joke here? Am I correct to assume that the text file is the output of the program, and this is what's being downloaded?
Sorry so many questions. Curiosity has me in a deadlock.

Well, File Cabinet did explain the program earlier, but I needed to play catchup to some of the hacker slang and internet terms.
