Regardless of who the candidate is that wins in 2008, most of the public/civil servants who are directly involved in running the country stay in the same jobs. These people feed some information up to the elected officials to decide how it should be acted upon.
Would things be different if someone else was running the country or would they be another actor reading from the same script?
How much control does a president and his/her party have over the way a country is governed?
