Maybe it's because New Orleans lies in a really stupid location, like right in the middle of a swamp that's below sealevel.

It didn't *used* to be in such a stupid location. It's just that all the protective marshland has been wiped away, and they haven't been vigilant about moving away the river's accumulation, or taking other steps to protect the city. Amsterdam also is in a pretty bad location for a city, but they've invested in all kinds of technology and protective structures to make sure it doesn't get flooded.

The oldest parts of the city didn't flood at all after Katrina. Good example of people trying to force land into habitation versus inhabiting just the land that's not as vulnerable.
Oh, and the flooding wouldn't have occurred had the levees been built deeper into the ground, into the harder layers of ground. Live and learn.

Just a couple more decades to restore the wetlands and modernize the levees and the city (in reduced, high ground, non-insane form) might just survive.
