For me it's a toss-up between Zangief and Ryu. Zangief's skills could be far better translated into the real world because he uses his entire body in battle. Then again, Ryu has three special moves and Zangief only has two.

No. Dhalsim was an ninny. He won by slapping his hands at people from a distance when they weren't able to hit back. Even if it sometimes gets you the victory it is not powerful.

The president of the US has had this as a given for many years. Frankly, we are tied up in a pretzel here in the US and a lot of our power is being pissed away or wasted on internal ideological struggles. So, to reiterate, Obama has the most raw power, but huge chunks of it are not available to do anything. I think the USA has to decide if we want to live in the 19th or 21st century before we can do much more.
So, I'll say Hu Jintao, President of the PRC. For one thing, I'm guessing he can translate his initiatives into action much easier given the form of government. For another his nation has a gazillion dollars in the 'bank' which translates to power. And then there is the fact he leads the most populous nation.
Someone from Europe would be a good candidate as well, but my impression is power is much more diffuse over there, which isn't all bad.
Edit: Is anyone else going to answer this or should I just post a pic of Spiderman?

Politicians are nowhere near the most powerful figures in society. They're the ones who represent the power of the people, but there are always other powers at work. Banking, to give an example.

I don't think Obama counts as he's only leasing his power, it can be taken away very easily, and even if he does everything right it will go away on its own.

Also most of the systems developed during the colonization of the new world are still in place and serving the royal family. The ability to exert physical force upon others is not power proper. In this case, the ability to psychologically withstand/endure such evil is.
To me, power is a psychological quality. Sure, many try to increase the effective value of their own by limiting that in others, typically through forms of physical force. But how it can be cheated does not redefine it. People have power over you as such only to the extent you've allowed them, either by choice or default in your own.
Sure, someone can chain and abuse your body, drug and/or rape you. That changes nothing in the foregoing; to the extent you retain conscious, free will (that is, living, waking choice), you have the potential for the ultimate power in your own life, however physically held or damaged. You need only choose to retain/employ it.

Seems like a kinda bullshit definition of power tbh. If the only power you have is the ability to think, what can you achieve? Essentially nothing, especially if you can't communicate said thoughts.
