I think the answer is 24. If you have two people, they have a 1/365 chance in sharing a birthday (I'm rounding). Let's call them A and B. If you have 3 people, you have A B and C, and three ways they can share a birthday, with a probability of 1/365 [AB BC AC]. If you have 4 people, A B C and D, you get six ways they can share, [AB AC AD BC BD CD]. The intervals in the series increase by 1 with each person added.
If we need a 75% probability, we need the ratio to be around 273/365. This would be 'chances to share a birthday'. At 23 people, there are 263 chances to share a birthday. At 24, there are 286.
