In America, in an intersection, when drivers reach the intersection at the same time, the person to the right has the right of way.
But the fact is, it makes sense to first look left, then right, then left once more before proceding regardless of who has the right of way, because the traffic that will "hit" a crossing car first will be always come from the left, the left side at any intersection will be the first side in the path of any direction in an intersection.
So regardless of who has the right of way:
Always look both ways before proceeding because some people don't see the red light, maybe they are colour blind or just zoned out, so regardless of whether you have the right of way, look left, then right, then left and go when its safe only.
One more thing. Why do drivers drive so fast and so close? Doesn't everyone know that you should leave one car length distance between you and the car in front of you, for every 10 mph you are traveling? If you are going 50 mph, leave 5 car lengths between you and the car in front of you.
